Housing laws are not to be followed optionally but strictly. Both landlord and tenant must enter into a tenancy agreement or a legally binding contract. Under-aged tenants may get a guarantor to sign for them.

Regardless of the contents of the contract, basic rules still apply. Landlords must make sure that the property is habitable and carry out essential repairs. They must not cut off basic utilities like power and water. They must not enter the rented properties without the tenant’s consent. In turn, tenants must take care of the property. Further, tenants are expected to fulfil their financial obligations.

In the United Kingdom, landlords need the court’s authority to evict tenants who miss payments or damage properties. Additionally, landlords cannot use violence, intimidation, or keep belongings even if the tenant owed them rental payment.
